The relevant draft law was considered by the Milli Majlis (Parliament) on 5 June 2026. The document provides for amendments to the Labour Code, the Law “On Rules of Ethical Conduct of Civil Servants”, and the Law “On Rules of Ethical Conduct of Municipal Servants”.
The amendments clarify the procedure for protecting employees who have reported corruption. In particular, if such an employee undergoes performance appraisal, the authorised anti-corruption unit or authorised person will not be allowed to participate directly or indirectly in its conduct.
In addition, it is proposed to establish a special rule on the distribution of the burden of proof when disciplinary measures are applied to a person who has reported corruption: if the person claims that such measures were taken in retaliation, the employer will be required to refute these claims.
The amendments also affect the procedure for reporting corruption-related situations by civil and municipal servants. In a number of cases, instead of addressing their immediate or higher-level supervisor, the servant will have to submit the information to the authorised structural unit or authorised person provided for by anti-corruption legislation.
